二、大会背景Background
当前，海绵城市建设是我国城市基础设施领域的热点话题，根据国办发[2015]75号文件要求，到2020年城市建成区20%以上的面积达成海绵城市建设目标要求；到2030年城市建成区80%以上面积达到海绵城市建设目标。目前，全国已有200多个城市制定了海绵城市建设方案，正积极推动我国海绵城市建设与发展。
Currently, Sponge City has become a hot topic in domestic urban infrastructure industry. According to [2015] No.75 document of General Office of the State Council, 20% of urban built-up area shall reach the goal of sponge city construction till 2020 and 80% of the area shall reach the goal in 2030. At present, more than 200 cities have worked out the plan to build sponge city and are actively promoting the and construction and development of sponge city in China.
“中国海绵城市国际交流大会”（简称大会）是中国城市科学研究会和全国工商联城市基础设施商会共同发起的国际性技术成果推广和交流活动平台，大会定位于海绵城市专业智库，以促进生态环境和谐共存的海绵城市建设发展为己任，推动国内外城市可持续发展及人居环境的深度改善。大会也是国内外海绵城市建设领域课题研究、智库咨询、成果展示、技术推广、案例共享、经验交流以及协同合作的专业性平台。
“Conference on International Exchange of Chinese Sponge City” (hereinafter referred to as the Conference) is a platform for the activities of promoting and exchanging international technological achievements. Such platform is jointly launched by Chinese Society For Urban Studies and Urban Infrastructure Chamber of Commerce of All-China Federation of Industry and Commerce (ACFIC) . The Conference aims to be an professional think tank of sponge city construction. It aims at promoting the construction of environment-friendly sponge city, boosting sustainable development of cities at home and abroad and further improving the living environment. In addition, the Conference is a professional platform for subject research, think tank consulting, achievements display,technology promotion, case study, experience exchange and cooperation in sponge city construction area at home and abroad.
大会每年一届，主要分为主题演讲、高峰对话、权威发布、智库献策、展示分享、项目合作、互动交流等内容板块，致力于服务好国内海绵城市建设和行业企业发展为宗旨，为国内外海绵城市投资、建设企业搭建最有效、最直接合作交流平台的同时，推动国内外海绵城市发展。
The Conference, which is held annually, is mainly divided into seven parts: keynote speech, peak dialogue, authoritative release, think tank suggestion, display and share, project cooperation, and experience exchange. With the purpose of serving the construction of domestic sponge city and the development of industry enterprise, the Conference builds the most efficient and direct exchange platform for sponge city investment and construction enterprises at home and abroad, and pushes the development of sponge city worldwide.
